Minutes, Regular Meeting of the North Fayette Valley Community School District Board of Education, 6:00 p.m., Monday September 9, 2019 in the NFV Middle School Library, 23493 Canoe Rd, Elgin, IA 52141

Board President Cummings called the regular meeting of the NFV Board of Education to order at 6:00 p.m.


Board members present: Ahrens, Cummings, Daughton, Roys. Absent: Schlawin, Rue.


Motion to approve the agenda as printed. Ahrens/Roys. Motion carried 4-0.


Motion to approve the appointment of LaCreasha McNeese as NFV Board Member (district #1) to replace the vacated seat previously held by Alex Sodequist. Daughton/Roys.

Motion carried: 4-0. The oath of office was given to newly appointed member McNeese.


Motion to approve the consent agenda with the following items:

  • Minutes of August 12, 2019- regular meeting 
  • Review and approve invoices
  • Approve Financial Reports
  • Approve contracts and resignation
    • Resignations: Duane Willhite
    • Lane Changes: Mike Elsbernd, Cassie Gruman, & Mollie Steffens
    • New Hires: Para Professionals: Denise Thompson & Heather Germann (Valley Elementary),
    • Volunteer Coaches – Paul Amundson 9-12 Drum Line
    • Gifts: In memory of Shirley Barness for Fine Arts & the Community Foundation  Fund for $4700 for the Valley site general education.

Roys/Ahrens.    Motion carried 5-0.   




Principal and Curriculum Director reports were included in board packets and reviewed. Curriculum Director Nefzger reported the TLC evaluation looks good as compared to others in the state and Principals all indicated it was a great start to the school year.


Board member Rue arrived.


Superintendent Report included updates on:

  • Valley Water Update – Water was tested after the chlorine shock and is still positive for coliform bacteria. The district is working with Easton’s Water Conditioning and Fehr Graham to resolve this issue.
  • IASB Convention details were shared with the board. All members are encouraged to attend.


Board member report: Curriculum Director, Betsy Nefzger facilitated chapter 7 of the Book Study of Leader in Me with the board of education.


The board appointed Julie Ahrens as Delegate to the IASB Convention. 



Motion to approve for second read and revision of board policies 412.5 – Administrative/Other Positions, 414.4 Classified Employee Personal Illness, Family Illness, Bereavement and Personal Leaves, 403.9-  Employee All- Family and Medical Leave Act, rescinding policy 409.4 – Licensed Employee Family and Medical Leave Act, 504.3-R2 School Publications-North Fayette Valley High School Newspaper Policy, and 905.2R1 North Fayette Valley Performing Arts Center Rental Information. Ahrens/ Roys. Motion carried 6-0.



Motion to approve the field trips for the 2019-2020 school year as presented including the FFA National Convention to Indianapolis (Oct. 28-29) and FFA Leadership conference in Washington D.C. summer of 2020.    Roys/Rue. Motion carried 6-0.


Motion to approve the hiring of staff positions for the Valley Elementary Learning Center as follows:

  • Alyssa Gearhart – Director
  • Susan Wenger – Teacher
  • Carrissa Bausch- Associate
  • Jarrett Johnson – Associate
  • Carol Steva – Associate
  • Shari McElree – Associate
  • Alesha Wettleson – Associate
  • Denise Henning – Associate

Daughton/Ahrens. Motion carried 6-0. (This program is funded from a $60,000 grant and includes K-5 at the Valley elementary campus. Opening day is September 16, 2019.


Motion to approve  Allowable Growth and Supplemental Aid for Special Education Deficit as follows: RESOLVED, that the Board of  Directors of the North Fayette Valley Community School District, will request allowable growth and supplement aid for the FY19 Special Ed deficit in the amount of $718,543.90 or as adjusted by the Department of Education. Daughton/Ahrens.

Motion carried 6-0.               


Motion to approve the Power Purchase Agreement with the investor, White Solar LLC as presented. Ahrens/Roys. After further discussion Motion carried 6-0. 


Motion to set the Public Hearing for the Lease of Easement (Iowa Code sec. 297.22(2)(b) for Monday, October 14, 2019. Ahrens/Roys.Motion carried 6-0.(The public hearing will be held at the Regular October 14, 2019 Board Meeting beginning at 6:00 p.m. in the NFV High School Library.)


Discussion regarding the Valley Campus Preschool/Day Care options were reviewed with the board. The options presented would utilize the current Valley campus superintendent’s office. Discussion included the board’s intent to not attach the cost of construction and use of school funds to the district. It was suggested the Preschool Board of Directors consider options to build a structure not attached to the school. 


Discussion of the placement of the solar panels at Fayette Elementary School site were discussed.  The district has offered to put a windscreen on the fence as well as add shrubs and or flowers to camouflage the fence.


An article will be published in the paper seeking community participants to consider sitting on the Hall of Fame committee. Board members are encouraged to talk with the patrons regarding this opportunity. This item will come back to the board at a later time.


Motion to approve the bus bids from School Bus Sales for two (2) 2020 school buses in the amount of $176,772. Daughton/Ahrens. Motion carried 6-0.


Possible agenda items for the October 14, 2019 board meeting may include continued continued discussion of the preschool and therapy dog.


Motion to adjourn. Rue/ahrens. Motion carried 6-0. 

The board adjourned their regular meeting at 7:44    p.m.
