President Cummings called the Annual Meeting of the Retiring NFV Board of Education to order at 5:30 p.m. and Julie Ahrens led the board and audience in the Pledge of Allegiance.
Roll Call of Board members: Ahrens, Cummings, Schlawin, Schultz, Koch, Klosterman & Rodgers.
The agenda was approved as presented. Schlawin/Schultz Motion Carried 7-0
Motion to approve the consent agenda with the following items:
- Minutes of the November 14, 2022 regular meeting
- Minutes of November 30, December 5 & 7 work sessions
- Review/approve invoices
- Approve Financial Reports

Business Manager Thoms called the Annual Meeting of the New NFV Board of Education to order at 5:32 p.m.
Roll Call of Board members: Ahrens, Cummings, Schlawin, Schultz, Koch, Klosterman, & Rodgers.
Public Forum: Business Manager Thoms welcomed and invited comments from the Public.
The agenda was approved as presented with the addition of Tricia Anderson transferring to MS English Language Arts for FY24. Schlawin/Schultz Motion Carried 7-0
Business Manager Thoms asked for nominations for Board President. Cummings nominated Koch – Klosterman moved that nominations cease with Ahrens as the second. Motion Carried 7-0 Emily Koch was named as Board President. The Oath of Office was administered and Koch took over as chair of the meeting.
Koch asked for nominations for Board Vice President. Rich Klosterman was nominated unanimously and named Board Vice President. Thoms administered the Oath of Office.
Sue Thoms was appointed as the Board Secretary/Business Manager/Treasurer. Cummings /Schultz Motion Carried 7-0 Koch administered the Oath of Office.
Motion to approve the consent agenda with the following items:
- Approve Resignations: Jamie Hoey – Asst Large Group Speech
- Approve New Hire: Tracy Nuss – Asst Large Group Speech
- Transfers for FY24: Jade Daughton to Elementary teacher, Joni Walvatne to WU Elementary teacher, Darcy Einck to HS Biology teacher, Jenna Fassbinder to Instructional Coach, and Tricia Anderson to MS English Language Arts teacher
- Gifts: None

COMMUNICATIONS
Student Ex-Officio members reported on winter sports, first round of Capstone presentations, drill team state competition, and Christmas concerts.
Principal Reports included a pep rally for drill team, speakers Barry Davis & Ellen Davis on “Train Your Brain for Success”, Capstone presentations, German exchange in the Spring, scheduling courses for the Fall, Thankful trees, Christmas celebrations, Christmas concerts, and MS study club.
Curriculum Director Nefzger reported on professional development & new curriculum for phonics in K-3 & math.
Business Manager Thoms reported on calendar year end reporting and certified budget.
Superintendent reported on Ardel McCartney being selected as the State MS athletic director of the year – we are proud to call her one of our own. Supt Griffith also asked to schedule his mid-year evaluation and goal setting in a closed session at the end of the January regular meeting. Positions for next year have been posted on Teach Iowa. The teacher shortage is impacting the number of applicants we are receiving.

NEW BUSINESS
The Board approved Ahlers and Cooney as primary legal counsel for FY23. Schlawin/Schultz Motion Carried 7-0
The Board approved authorizing Business Manager Thoms and Superintendent Griffith as signatories on district accounts. Schlawin/Schultz Motion Carried 7-0
The Board approved holding regular meetings on the 2nd Monday of each month at 5:30 pm. The February meeting will be held on the 3rd Monday this year. Schlawin/Schultz Motion Carried 7-0
The Board approved the Union Echo Leader as the official newspaper for the district. Schultz/Schlawin Motion Carried 7-0
The Board appointed Emily Koch as the Conference Board Representative. Cummings/Schlawin Motion Carried 7-0
The Board appointed Rich Klosterman & LaCresha Schultz to the SIAC Committee. Cummings/Ahrens Motion Carried 7-0
The Board appointed Eileen Schlawin & Amanda Rodgers to the Labor Management Committee. Schultz/Ahrens Motion Carried 7-0
The Board appointed Amanda Rodgers, Eileen Schlawin, & LaCresha Schultz to the negotiations committee. Ahrens/Cummings Motion Carried 7-0
The Board approved the At Risk/Drop Out application in the amount of $407,877 for the FY24 school year. This includes Elementary Afterschool programming, NFV credit recovery, Bridges Academy (NFV Alternative School), MS Interventionist, portion of Guidance Counselors & At-Risk Coordinator/Truancy Officer/Homeless Liaison, K-6 Interventions, MS Interventions, Downtown Academy Interventionist, and substitutes & supplies. Schultz/Schlawin Motion Carried 7-0
Supt Griffith reviewed two options for the NFV Board of Education Director Districts. The plans proposed represent a balanced population in each district. The Board approved the proposed Director District Plan 2 which is similar to the current district layout and represents our communities the best. Cummings/Ahrens Motion Carried 7-0
The Board approved the purchase of 8 AEDs in the amount of $12,208 from Heartsmart.com. Schultz/Schlawin Motion Carried 7-0
The Board approved setting a work session to discuss Fayette Elementary and Grade Alignment on Monday, December 19th at 5:30 pm at the NFV High School PAC. This will be a Board discussion and not an opportunity for public input. Schultz/Schlawin Motion Carried 7-0
