Minutes, Regular Meeting of the North Fayette Valley Community School District Board of Education, Monday, July 11, 2022, in the NFV High School Library, 600 N Pine Street, West Union, IA  52142

President Cummings called the Regular Meeting of the NFV Board of Education to order at 5:30 pm and Julie Ahrens led the board and audience in the Pledge of Allegiance.

 

Roll Call of Board members: Ahrens, Rodgers, Klosterman, Koch, Schlawin, Cummings, & Schultz. 

 

The agenda was approved as presented with the addition of the following: Katie Riemer – VE Teacher, an easement with Alliant Energy, and change orders for West Union Elementary HVAC project.    Schultz/Rodgers  Motion Carried 7-0

 

Public Forum:  President Cummings welcomed and invited comments from the Public.   Jesse Maire commented on concerns regarding college preparation in the district & would like to have this become a priority in the district.  

 

Motion to approve the consent agenda with the following items:

  • Minutes of the June 13 regular meeting
  • Review/approve invoices
  • Approve Financial Reports
  • Approve Resignations: Leah Sayer – Valley Elementary teacher
  • Approve Modifications to bring in line with other staff members:  Steve Schroeder, Alayna Schneider, & Jordan Pollock
  • Approve New Hires: Kory Kuhens – Director of Building Maintenance, Paula Johnson – VE Secretary, & Angela Keener – building cleaner, Katie Riemer – VE teacher

COMMUNICATIONS

Superintendent’s report included the following:   The USDA had officially announced that the pre-COVID Free & Reduced guidelines will be in place at the start of the school year.  

 

The IASB Convention is scheduled for November 16-17 in Des Moines.

 

RAGBRAI will be in West Union on July 29th for an overnight stay.  We have made the grounds available with the exception of the competition fields for camping.  Additionally, several groups of disabled riders will be using our North gym at the high school for lodging.  The locker room showers will be available for a fee.

 

The district has added cybersecurity insurance for the upcoming school year.  This insurance provides support for the district and families if data would be compromised.

 

OLD BUSINESS

The Board held the second reading of the FY23 Staff Handbook and approved the changes.  Ahrens/Schlawin  Motion Carried. 7-0

 

The Board held the second reading and approved changes to the following Board Policies:  605.6 – NFV Acceptable Use Policy, 605.6-R1 – NFV Computer Use Regulations, 605.6-R2 – Internet Appropriate Use Regulations, 605.6-E1 – Internet Access Permission Letter to Parents, 605.6-E2 – Internet Appropriate Use Violation Notice, 605.7 – Employee Computer and Internet Use, 605.7-R1 – Employee Computer and Internet Use Rules, 605.8 – Use of Information Resources, 605.8-R1 – Use of Information Resources Regulation, 605.9 – School District Web Page, 401.13 – Staff Technology Use/Social Networking, 401.13-R1 – Staff Technology Use/Networking Regulation, 409.2 – Licensed Employee Personal Illness Leave, 409.3 – Emergency Family Leave, 409.5 – Licensed Employee Bereavement Leave, 409.9 – Licensed Employee Personal Leave, & 414.4 – Classified Employee Personal Illness, Family Illness, Bereavement, and Personal Leaves.  Schlawin/Schultz  Motion Carried 7-0    

 

NEW BUSINESS

The Board approved the PK-5 and 6-12 Student Handbook changes for FY23.  Koch/Schultz  Motion Carried 7-0

 

The Board approved the following increases to the substitute rates:  sub teacher – $130 & long term sub teacher – $160, sub para – $11.65 & long term sub para – $12.05, sub secretary – $11.75 & long term – $12.05, sub custodian – $12.25 & long term – $12.55, sub bus driver – $31.00 & long term – $32.00, sub cook – $12.00 & long term – $12.30.  Long term rates are after 10 continuous days of subbing in the same position.  Ahrens/Schultz  Motion Carried 7-0

 

The Board approved the continued participation in the Iowa Retirement Investors Club for a fee of $650/year.   Schlawin/Schultz  Motion Carried 7-0

 

The Board approved the acceptance of a student from Serbia for FY23.  Klosterman/Schlawin  Motion Carried 7-0

 

The Board approved the construction of an accessible sidewalk from the lower level of the West Union Elementary to the south playground by CGLS Construction in the amount of $11,500.  Ahrens/Rodgers  Motion Carried 7-0

 

The Board approved offering a girls’ wrestling program at NFV.  Discussion was held on where practices will be held in addition to other orginatizational concerns.  Koch/Rodgers  Motion Carried 7-0

 

The Board approved hiring a girls’ wrestling coach for the newly approved program.  Ahrens/Schlawin  Motion Carried 7-0

 

The Board approved an increase in the School Bus Sales bus bid in the amount of $3,500.  Schlawin/Schultz  Motion Carried 7-0

 

The Board approved an easement with Alliant Energy in order to move an above the ground power line to an underground line near the Downtown Academy.   Klosterman/Ahrens   Motion Carried 7-0 

 

The Board approved change orders for the WUE HVAC project as follows:  $23,563.46 to add circuits for the control panel in attic spaces and boiler room, $6,250 to add unit heaters UH-2A, 2B in the north wing and east wing attics, $2,071 to upgrade the existing kitchen area receptacles to GFCI, $15,043 to refeed existing circuits form the new panel, and $17,196.21 to consolidate the electrical requirements of the water source VRF system.  Schlawin/Ahrens  Motion Carried 7-0
