Minutes, Regular Meeting of the North Fayette Valley Community School District Board of Education, 6:00 p.m., Monday June 10, 2019 in the NFV High School Library, 600 North Pine Street, West Union, IA 52175

In the absence of the Board President and Vice President, Board Secretary Carole Nading called the regular meeting of the NFV Board of Education to order at 6:02 p.m.
The board appointed member Ahrens to chair the meeting.
Member Ahrens led the board and audience in the Pledge of Allegiance.
Board members present: Ahrens, Daughton, Roys, Rue and Schlawin. Absent: Cummings and Soderquist.
Motion to approve the agenda with the addition of discussion of the Valley roof project under New Business, item H. Roys/Schlawin. Motion carried 5-0.
Motion to approve the consent agenda with the following items:
- Minutes of May 13, 2019 – regular meeting
- Review and approve invoices
- Approve Financial Reports
- Approve contracts and resignation
- Resignation: Justin Heins- MS Wrestling Coach, Laurie Opperman- Para Professional – WUE, Kelly Fox-Custodian, Fayette Elementary
- Contracts: 4th/5th grade teacher – Leah Sayer, P.E. West Union and Fayette Elementary – Jennifer Lee, 6th grade math – Jenna Beatty, Head Volleyball Coach – Jennifer Lee, Assistant Varsity Football – Clint Rodgers, MS Wrestling – Matthew Fassbinder
Schlawin/Roys. Motion carried 5-0.
Curriculum Director Nefzger reviewed some FAST testing results and also facilitated the Leader in Me Book Study – Chapter 6 with the Board of Education.
Superintendent Report included updates on:
- Summer Lunch Program – Two groups have generously volunteered to assist in serving lunches this summer in conjunction with the North East Iowa Food Bank. Dick Graham will be the site coordinator in Fayette, using the Fayette elementary kitchen and Zion Lutheran Church will be the West Union location with support by Gundersen Palmer and Jess Wegner.
- The administrative retreat will be held at the NFVCC building on the Valley campus on June 27& 28th. One or two Board members at a time are welcome to stop at the retreat.
Superintendent Willhite updated the board on the status of the solar array project. There is still need for one investor, a review of the contract by the school attorney and RFP will be given to the board for consideration of including the West Union Bus Barn and Fayette Elementary in the solar project. The Board will potentially take action at their regular July 8, 2019 meeting if all documents are completed and ready for board approval.
Motion by Daughton to approve the resolution supporting changes to IAHSAA and IGHSAU classification practices practices as presented. Second by Roys. Roll call vote – Ayes: Ahrens, Daughton, Roys, Rue and Schlawin. Nays: none. Motion carried unanimously. (This resolution supports considering poverty rates in addition to enrollments for all schools when classifying for state competitions are made.
Motion to have registration fees for the 2019-2020 school year remain the same as they were for the 2018-2019 school year. Rue/Schlawin. Motion carried 5-0.
Motion to approve the bid from Buildings and Grounds, LLC, 13124 230th St., West Union, IA in the amount of $82,460 for the sidewalk to the baseball field and the replacement of the back stop. Rue/Roys. Motion carried 5-0.
Motion to approve the lease ($1.00 per year) between Alan W. Kruger and Mary E. Hartman, DBA West Union Dental Associates to use a portion of the dental parking lot for staff and student parking at the Downtown Academy with the school providing insurance for the area, rocking what is needed for parking, installing a sidewalk to the DA building and providing snow removal. Schlawin/Rue. Motion carried 5-0.
Forms were sent to next year’s Juniors and Seniors to apply for Student Ex-Officio Representatives on the Board of Education. Interviews will be at the July 8, 2019 regular meeting where two representatives will be appointed by the Board.
The board reviewed possible Legislative Priorities for submission to the Iowa Association of School Boards for the 2019-2020 school year. Formal action will be taken at the July 8, 2019 regular meeting.
Motion to approve Membership in RSAI for the 2019-2020 school year as presented. Daughton/Roys. Motion carried 5-0.
Motion to set 2019-2020 school registration dates for Monday, August 5th, Tuesday, August 6th and Wednesday, August 7th. Schlawin/Rue.
Items for the next regular meeting on Monday, July 8, 2019 will include the Power Purchase Agreement, Legislative Priorities, Ex-Officio Student Representatives.
Motion to move to closed session as provided in Iowa Code 21.5 for the Superintendent Summative Evaluation. Daughton/Schlawin. Roll call: Ayes: Daughton, Roys, Rue, Schlwain and Daughton. Nayes: none. Motion carried unanimously. The board moved to closed session at 7:12 p.m. and returned to open session at 7:35 p.m.
Motion to adjourn. Roys/Schalwin. Motion carried 5-0.
The board adjourned their regular meeting at 7:41 p.m.
