President Koch called the Regular Meeting of the NFV Board of Education to order at 5:31 pm.
Roll Call of Board members: Klosterman, Schlawin, Cummings, Ahrens, Schultz, Rodgers & Koch.
The agenda was approved as presented. Schlawin/Schultz Motion Carried 7-0
Public Forum: President Koch welcomed and invited comments from the Public.
Motion to approve the consent agenda with the following items:
- Minutes from May 8, 2023
- Review/approve invoices
- Approve Financial Reports
- Approve Resignations/Retirements: Todd Conway – ESL teacher & Mark Smith – Asst Track Coach
- Approve New Hires: Jodi Cardo – ESL teacher

COMMUNICATIONS
Mr. Bendt reported on the ESports program. This can be started before the Fall season with just a Nintendo Switch. A quote has been received for 6 computers and a cart to hold them for just over $9,000 to support other gaming. Supt Griffith stated that we are looking at compensation for the coaches and space for the participants.
Principals’ reports included year-end reports, summer school participation, and increases shown in college credit courses. The Board thanked Lori Westhoff for her years of service to NFV.
Curriculum Director Nefzger reported on professional development during the summer, TLC work during the school year, and ISASP results.
Business Manager Thoms reported on the training of Kassie Stansbery – the new SBO & finishing out the fiscal year.
Superintendent’s report included the school safety grant, an update on the summer projects, vacating the Fayette Elementary, a solar power update at Fayette, and the continuation of the VELC – 21st Century Learning Grant.
OLD BUSINESS
The Board held the second reading and approved the FY24 Staff Handbook. Discussion was held regarding transporting students in personal vehicles and reimbursing at the federal reimbursement rate. Cummings/Schultz Motion Carried 7-0
NEW BUSINESS
The Board held a Public Hearing regarding the proposal to convey the Fayette Elementary School to the City of Fayette. President Koch opened the public hearing at 6:01 pm. There were no public comments received. President Koch closed the public hearing at 6:01 pm.
The Board approved the following Resolution to convey real property as follows:
RESOLUTION FOR A CONVEYANCE OF REAL PROPERTY
WHEREAS, pursuant to notice published as required by law, the Board of Directors of the North Fayette Valley Community School District on the 12th day of June, 2023 held a hearing on the proposal to convey an interest in real property and the extent of objections received from residents or property owners as to said proposed transaction has been fully considered; and, accordingly the following action is now considered to be in the best interests of the District and residents thereof:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE NORTH FAYETTE VALLEY COMMUNITY SCHOOL DISTRICT:
Section 1. That the real property described herein shall be conveyed by the District to the City of Fayette, Iowa for good and valuable consideration. Conveyance by the District shall be by Deed without Warranty.
Section 2. The Board President and Secretary are authorized to sign all conveyance documents for the real property described herein.
Section 3. The Board President, Secretary, Superintendent, and administrative officers of the District are authorized to take all actions necessary to complete the above-described transaction, including execution of ancillary documents.
Section 4. The real property is locally known as 200 North Volga Street, Fayette, IA 52142, and is legally described as follows:
BLOCKS 1, 2 AND 3, ROBERTSON’S ADDITION TO FAYETTE; VACATED STATE STREET BETWEEN BLOCKS 1 AND 2;
AND
A PARCEL IN THE SOUTHEAST QUARTER OF THE NORTHEAST QUARTER OF SECTION 29, TOWNSHIP 93 NORTH, RANGE 8 WEST OF THE 5TH P.M., DESCRIBED AS:
BEGINNING AT THE NORTHWEST CORNER OF LOT 3, BLOCK 1, ROBERTSON’S ADDITION TO FAYETTE (SAID POINT BEING LOCATED ON THE SOUTH LINE OF FRANKLIN STREET); THENCE WEST ON THE SOUTH LINE OF FRANKLIN STREET A DISTANCE OF 154 FEET TO THE EAST LINE OF VINE STREET, THENCE SOUTH ON THE EAST LINE OF VINE STREET A DISTANCE OF 522.2 FEET TO THE NORTH LINE OF CLARK STREET, THENCE EAST ON THE NORTH LINE OF CLARK STREET A DISTANCE OF 154 FEET, THENCE NORTH ALONG THE WEST LINE OF BLOCKS 1, 2 AND 3 A DISTANCE OF 522.2 FEET TO THE POINT OF BEGINNING; (EXCEPT PARCEL “H” IN THE SOUTHEAST QUARTER OF THE NORTHEAST QUARTER OF SAID SECTION 29, AS DESCRIBED IN SURVEY BY LYLE G. A PARCEL IN THE SOUTHEAST QUARTER OF THE NORTHEAST QUARTER OF SECTION 29, TOWNSHIP 93 NORTH, RANGE 8 WEST OF THE 5TH P.M., DESCRIBED AS: COMMENCING ON SECTION LINE 44 RODS AND 14 FEET NORTH OF THE QUARTER POST ON THE WEST LINE OF SAID SECTION 28, RUNNING NORTH ON THE SECTION LINE 12 RODS, THENCE WEST 13 1/3 RODS, THENCE SOUTH PARALLEL WITH SAID SECTION LINE 12 RODS, THENCE EAST 13 1/3 RODS TO THE PLACE OF BEGINNING, FAYETTE COUNTY, IOWA.

The Board approved holding graduation for FY24 on May 19, 2024. Klosterman/Ahrens Motion Carried 7-0
The Board approved the online registration documents for this upcoming school year. Schlawin/Schultz Motion Carried 7-0
Supt Griffith proposed a recommendation for snow days – the first three snow days will be used for online professional development for teachers and paraprofessionals. Any additional snow days will be made up at the end of the school year. The Board approved the proposed recommendation for snow days for FY24. Klosterman/Ahrens Motion Carried 7-0
The Board approved the recommendation for the NFV Online Learning Plan. This includes higher expectations and standards for those participating. Schultz/Schlawin Motion Carried 7-0
The Board approved Wellness Policy #507.9. This approval was done in one reading due to the minor nature of the changes. Ahrens/Schultz Motion Carried 7-0
The Board held and approved the first reading of the Board Policies #400-#407.5. Changes proposed include dropping 401.6 and replace this with Limitation to Employment References, Drop 401.7-R1 as it is in 401.7, remove 401.10-E1, move 401.12 to the staff handbook and replace with Employee Use of Cell Phones, remove 402.7, pull out 403.1 from the first reading, remove 403.6-R1, 403.6-R2, 403.6-E4 through E-11, remove 403.8 to handbook, remove 403.8-E1, remove 405’s until later, enforce 407.1 and put in the handbook. The Board set a couple of garage sales to be held at Fayette Elementary on July 24 (8 to 4) & 25 (12 to 6), and at the NFV High School on August 3 (8 to 12) & 4 (4 to 6). Schultz/Schlawin Motion Carried 7-0
The Board approved setting a public hearing to move carryover funds – $116,759 – from HSAP account to pay for safety equipment – $8,894 for helmets and pads and technology updates – $107,865 for July 10, 2023 at the regular board meeting. Ahrens/Schultz Motion Carried 7-0.
The Board approved hiring an additional HSAP teacher for 25 hours each month. Klosterman/Schultz Motion Carried 7-0
The Board approved the district Individual Career and Academic Plan. Schultz/Ahrens Motion Carried 7-0
The Board approved the Student Ex-Officio members – Nolan Bakke, 12th grade, and Avery Donnelly – 11th grade. Schlawin/Schultz Motion Carried 7-0
The Board approved the FY24 VELC Director Contract for Tricia Anderson. Schlawin/Ahrens Motion Carried 7-0
The Board went into closed session per Iowa Code 21.5(i) for the Superintendent Evaluation at 6:44 pm Klosterman/Ahrens Roll Call Vote: Ayes- Cummings, Rodgers, Klosterman, Ahrens, Schlawin, Schultz, Koch Nays – None. Motion Carried
The Board came out of closed session at 7:52 pm
