President Cummings called the Regular Meeting of the NFV Board of Education to order at 6:02 p.m. and led the board and audience in the Pledge of Allegiance.
Roll Call of Board members: Ahrens, Cummings, Koch, Schlawin, Rue & Roys. McNeese was absent.
Perry Novak representative John Neilson gave the Board a tour of the solar array at the high school site. He reports that the array at the HS and WUE has generated over 132 Megawatts since late January, the Elgin site, 149 Megawatts, Approximately $17,000 in savings with the power purchase agreement. Independently, NFV has generated 69 Megawatts at the bus barns and Fayette elementary for another $11,000 of savings. If we maintain this rate NFV will benefit by $56,000 in savings for the calendar year.
The agenda was approved as presented with the addition of approval for the German Exchange program for FY21. Roys/Ahrens Motion Carried 6-0

COMMUNICATIONS
Principal Elliott reported that they are moving dirt for the WUE playground. Principal Gearhart reported that the roofing materials were delivered for the re-roofing project. Progress is being made on the Valley daycare project. Principal Wolverton reported that graduation will happen on June 27th, either at the sports complex pending dry weather or in the PAC in the case of wet weather. Administration reflected on the final months of the school year.
Superintendent’s report included an update on the components of the Return To Learn plan. Regular school, hybrid model with half the kids each day, or total distance learning. Transportation for the hybrid model will be a challenge with social distancing. He also reported on the Principal search schedule. Interviews will be on the 17th & 18th with up to 2 candidates each day. The superintendent transition is progressing. Joe has met with many people in the district.

The Board approved keeping all fees for students the same as last year. Ahrens/Rue Motion Carried 6-0
The Board held the first reading of the COVID-19 Pandemic Temporary Supplemental Policy. This policy addresses leaves, temporary job changes, travel monitoring, and high risk employees – work from home or take sick leave.
The Board reviewed the summer school proposal. This will allow extra time for students to close the gap. Recruiting of teachers and students continues at the elementary level. The Board approved the summer school proposal. Roys/Koch Motion Carried 6-0
The Board approved the student ex-officio board member search. Student members will be selected in July. Rue/Roys Motion Carried 6-0
Supt. Willhite reported on the work comp insurance change. The district experience rate did increase significantly due to substantial reserves. SFM did bid on work comp and was substantially lower than EMC for this next year. The Board approved the bid for work comp insurance through SFM. Roys/Ahrens Motion Carried 6-0
Supt. Willhite reviewed the sub pay amounts currently in place – $110/day and $140/day for long term. The Board approved a $10/day increase for the long term pay – $150/day and hazard pay of $10/day for all teacher subs during a pandemic emergency proclamation. Schlawin/Ahrens Motion Carried 6-0
The Board approved the transfer enrollment for students from WUE to VE. Parents will transport these students to the Valley site. Rue/Roys Motion Carried 6-0
The Board approved the crowd funding request for the WUE playground project. The PTO is a bit short and wants to use this to reach their goal. Roys/Ahrens Motion carried 6-0
The Board approved the Junior Achievement program at Valley Elementary. Rue/Roys Motion Carried 6-0
The Board approved sharing agreements with South Winn for curriculum director and HR/payroll. Schlawin/Ahrens Motion Carried 6-0
The Germans have moved their trip to come to NFV until April with NFV students traveling in May/June. Tammy Wolverton will continue to coordinate the program. The Board approved offering a contract to Tammy for this program coordination. Ahrens/Roys Motion Carried 6-0
